Elinor Smith.
Elinor Smith soloed at fifteen. At seventeen, on October 21, 1928, she flew a Waco under all four East River bridges in New York on a dare, the only pilot on record to do so, and had her license suspended for two weeks by the Department of Commerce as punishment.
She set women's endurance and altitude records through the 1930s, married and left flying for family life, and returned to the cockpit in her seventies. Smith holds the record for the youngest licensed pilot in United States history at the time of her certification, and she flew again in her nineties.
